The first floor of the SOC provides office space, a library/conference room, a kitchen/lounge area, and an atrium casual viewing (a better view is available from the second floor atrium).

Parking spaces with headbolt heaters are provided at the front of the SOC, with concrete walkways indicated in grey.
The Display/Library Conference Room is designed to accommodate a set of slave displays from the GEDDS computers on the second floor. It also provides a pull-down screen for projectors and a whiteboard to allow scientists and rocket launch support teams to confer in a comfortable and convenient environment.
An Optical Calibration laboratory is included to allow sensitive optical equipment to be repaired and calibrated on-site. The room is light-tight with dark, flat interior paint.
The Communications Room is the center for the building's telephone and intercom wiring. All incoming copper and fiber passes through this room, where telemetry, control, and other signals from middle and lower range can be sent to any location in the SOC via the building's modular wiring system. Signals generated in the SOC by computers and instruments can likewise be sent elsewhere on range via the Communications Room (and appropriate transceivers).
